Obedience is just doing what He has told you. For instance, He once convicted us about tithing. We had gotten too busy, were traveling away from church, just did not have the time to sit down and write a check. When we got back, He reminded us that we still had not. So we stopped what we were doing and wrote a check. He convicts our Spirit and we take action. Also it is not legalism, it is trusting in Him. He promises this:

Proverbs 3:5–6 (NKJV) — 5 Trust in the Lord with all your heart, And lean not on your own understanding; 6 In all your ways acknowledge Him, And He shall direct your paths.

Hi Molly. That is a good question. The quality of the soil is what the parable is all about. Some are too busy, the cares of the world and the deceitfulness of riches choke it out. Some nod and say "Yes, yes" but then do nothing. They do not allow Jesus to change their lives. Then we have the good ground, who hears the word, understands and does it, and they begin to bear fruit with varying returns: 30,60,100. The answer seems to be that the message falls on hearts that are in varied degrees of readiness and willingness. The message will not be accepted in the same way by all who hear it, and some will be more obedient than others.
